APCO Organization hereby invites applications to establish contract with reputable vendors / companies with vast
experience capable to provide Water Tracking for 30 days. The vendors with capacities and can fulfil the needs of water
supply are requested to submit their quotations of unit cost as per the description of scope of work below to the
provided address above before the closing dates as stated above:

  2. The selected supplier will be responsible to deliver Water to APCO designated locations.
  3. The water trucks shall be equipped with a water pump and other necessary equipment for filling the water tanks and
    for distribution at IDP camps).
  4. Each Water Trucks should be equipped with a Flowmeter which would calculate the actual quantity of the water
    distributed by the supplier. APCO will not accept deliveries from water trucks that are not equipped with Flowmeters.
  5. APCO will make payments to the Suppliers based on the quantity of water recorded in the log sheets.
  6. The APCO team members will be assigned for each delivery locations and will be responsible to monitor the
    delivered water, water quality testing and filling log sheets.
  7. Water quality:
    a. The Supplier shall ensure that the water provided is safe for drinking in accordance with the WHO Drinking
    Water Quality Guidelines and/or the applicable National Drinking Water Standards APCOs.
    b. The Supplier shall only provide drinking water from sources accepted and approved by APCO and tested every
    1 week.
    c. In addition, all drinking water supplied must be treated prior to delivery to ensure that it is:
    i. Disinfected with chlorine (free residual chlorine in the range 0.2 – 0.5 milligrams per liter).
  8. Payment will be made through the cheque or electronic fund transfer within 40 days upon receipt of invoice after
    supply, delivery, inspection and acceptance of Water.
    Submission Procedures:
    All potential suppliers are required to submit the bid documents in a sealed envelope. ONLY PHYSICAL SUBMISSION WILL
    BE CONSIDERED (HARD COPY). Any bid submitted electronically shall not be considered. Sealed bids should be clearly
    marked with the following tender reference number and delivered to APCO Office:
    Offers must be submitted on or before the deadline, which is on 22nd JUNE 2023 at 04:00 PM.
    Formal bids being submitted must be on formal company letters, duly signed and stamped must indicate the Full Company
    Name, Physical Address, Contact Telephone Number/contact Email address.
    EVALUATION CRITERIA
    In principle, the financial evaluation of complete and responsive offers from qualified bidders will be conducted based on the
    total cost for the requirement and award based on the lowest price technically qualified bid.
    A. Preliminary evaluation:
    Non-discretionary “Pass” or “fail” rating based on submission of the following documents.

Administrative Requirement:
Contractors are required to submit the following documents;

  • Valid Local Registration Certificate (Not Mandatory).
  • Tax Clearance Certificate (Not Mandatory).
    Only qualified bids shall be considered for the technical evaluation.
    B. Technical Evaluation
  • Responsiveness/full compliance to technical requirements (BOQ/table above)
  • Completeness of bid to the requirement
  • Minimum at least 2 contracts of similar nature, implemented during the last 3 years and corresponding
    completion certificates awarded.
    C. Financial Evaluation
    Financial Comparison of the technically qualified bids after arithmetic analysis and award to Lowest Priced bidder.
    Award shall be per lot.
    D. Further Information to bidders:
  • Currency of offer should be strictly in US Dollars.

Track the attendance of beneficiaries in the community hygiene promotion session by filling out
attendance sheets after each session.
Supervise and train community volunteers on the code of conduct, communicable diseases (covid-19
or another disease), non-communicable diseases, and health and hygiene promotion.
Carry out the distribution of hygiene kits collected from the WASH hub to the targeted population.
Respect the pre-caution measures related to covid-19 in all the implemented activities (keeping
distance, frequent hand washing, wearing face masks, etc.)

Duties and Responsibilities

  • Responsible for the planning and coordination of transportation requirements of

    warehousing, fleet management, and transport and Order management, in line with
    APCO’s logistics standards

  • Ensures that all transactions pertaining to receiving and dispatching and
    distributing goods are accurately captured in the logistics system/database and all

  • Assists in collecting, updating and communicating information regarding

The positions and responsibilities
APCO is looking for a suitable Somali National to fill WASH Field Officer
position, based in Mogadishu. Reports Hierarchically and Technically to the
WASH Coordinator, the WASH Field Officer’s core responsibilities shall include
but not be limited to the following:
Goal:
Responsible for the field implementation of WASH activities in Mogadishu
Kahda.

Objective 1: To organize and follow up on data collection and processing

Activities

  • Management (make planning, control the quality of the work, the timing,
    the cost)
  • Ensure all field activities are being undertaken in a responsible and
    safety-conscious manner.
  • Follow the project’s advancement through regular field visits;
  • Evaluate and update the project’s needs (HR, financial, logistics);

  • With the support of the Programme Coordinator, disseminate the results
    of the WASH assessments to the local stakeholders
  • In Consultation with the Programme Coordinator and the WASH team,
    identify intervention areas for program implementations
    Objective 4: To produce relevant reports
    Activities:
  • To report (verbally or in writing) to the WASH Coordinator when it’s
    necessary
  • To produce monthly reports on fields activities to the WASH Coordinator
  • To produce weekly activities report
  • To read, make comments and validate the reports of the staff under his

Job Purpose
The Admin and Finance Officer will support the program in terms of accounting

Duties and Responsibilities

  • Supervise and report on the financial flow (cash forecast) required in the

  • Send the cash flow needs cashbook & cashbox and reconciliation on a
    monthly basis for approval to the executive director.
  • Ensure proper documentation for all payments and efficient reporting of
    the balances and ongoing debts to the Mogadishu office.

    standards through Excel/SAGA.
  • Send on a monthly basis the documentation in order to the capital office

APCO in Somalia is looking for a WASH engineer who will become part of our
operation team. The person will hold the following responsibilities:
Preparation of BOQs and drawings for all water supply and sanitation
infrastructures to be implemented in the targeted areas.
Execute implementation of all WASH infrastructure activities as per the
implementation plan, BOQs, drawings and specifications.
Monitor and supervise WASH activities and ensure effective implementation of
the WASH activities.
Maintain material records at construction sites and ensure the quality of all
materials arrived on all sites.
Validate the progress and quality of work of the contractors and make
connections with the administration and logistics to ensure their payments are
made well on time.
Identify project supplies needs Prepare requisitions and coordinate with the
operation team to ensure materials arrive timely at the work site.
Ensure community participation in all WASH infrastructure activities.
Technical Training of WASH committees and volunteers.
Regular visits to field areas to supervise all WASH infrastructure activities and
ensure the quality of all WASH infrastructures.
Supervises contractors working on project sites and conducts quality control of
infrastructure installed by the APCO.
Conducting water quality analysis in the field locations and updating water
quality reports, also to propose recommendations for the water treatment
systems if needed
Follow all APCO protocols and regulations according to guidance provided by
the direct supervisor.
Ensure that construction works are integrated with hygiene promotion and
community participation components, to ensure sustainability of the
infrastructure built.
Ensures that contract terms are understood and respected by the contractors.
Weekly reporting to the Project Coordinator, including key achievements and
planning for the following week.
Performs any other duty assigned by your immediate supervisor or ED


Position Requirements
The role is one that requires technical expertise (in water, water quality analysis,
sanitation, structural design and/or construction).
Bachelor/Diploma in Water engineering, Civil engineering, Environmental
science, or engineering or equivalent.
Excellent teamwork skills and the ability to build good relations both internally
and externally.
Experience in the design and delivery of training or capacity building program
Minimum of two years’ work experience in engineering project implementation
and supervision particularly on water and sanitation infrastructures.

The quotation that complies with all of the requirements and offers the lowest price, as well as all other evaluation criteria indicated, shall be selected. Any offer that does not meet the requirements shall be rejected.

Any discrepancy between the unit price and the total price (obtained by multiplying the unit price and quantity) shall be re-computed by APCO Organization. The unit price shall prevail and the total price shall be corrected. If the supplier does not accept the final price based on APCO Organization’s re-computation and correction of errors, its quotation will be rejected.

After APCO Organization has identified the lowest price offer, APCO Organization reserves the right to award the contract based only on the lowest prices with the best quality.

Annex 1

TERMS OF REFERENCE

Background:

The APCO Organization would like to avail vehicle hire service with one or more business firms for a duration of 12/6 Months which may be renewable based on satisfactory performance. The vehicle hire services are required for local duty within Kahda and Afgoi respectively for Truck Transport to project areas. APCO Organization will enter into a long-term agreement and the vehicle hire will be requested as and when required.

I.         Requirement of the Contractor:

  1. Minimum experience of Two years in provision of vehicle hire service;
    1. Assignment of dedicated contact person who will manage vehicle hiring requests for the APCO;
    1. Respond to vehicle request with one-day advance notice;
    1. Fuel should be provided by the Contractor;
    1. Maintenance to be carried out by the Contractor;
    1. Food and accommodation for the driver during Truck transport should be borne by the Contractor;
    1. The vehicle should be compliant with applicable safety or other motor vehicle requirements;
    1. Registered for operation during the period of Contract with registration documentation in the vehicle and registration/number plates affixed to the vehicle as required by law.

II.               Conditions for the vehicle:

  1. The vehicle should be road - worthy, in good running condition, and not more                                                          than 7 years old;
    1. The vehicle provided for field travel should be 4x4 and robustly built;
    1. The vehicle should be equipped with necessary safety items, seat-belt restraints in the front and rear of the vehicle, spare tire, mechanical jack and basic hand tools;
    1. The vehicle should be fitted with Public Address System;
    1. The vehicle should have good tyres;
    1. The vehicle should have a well-maintained Log Book;
    1. The vehicle should be clean, inside and out, and free from any unpleasant odor.

III.             Requirements for the Driver:

  1. The driver should have minimum 3 years' work experience as a Driver; a safe and clean driving record; knowledge of driving rules and regulations and skills in minor vehicle repair;
    1. The driver should not consume alcohol, smoke & chew Miraa while on duty;
    1. The driver should be properly trained in the operation and maintenance of the vehicle;
    1. The driver should be licensed for operating a motor vehicle which is on duty, including for passenger service if required;
    1. Familiar with local routes and destinations;
    1. Properly attired during hours of operation;
    1. Observes the rules of the road at all times; and
    1. Observe at all times basic courtesy to passenger(s), fellow motorists and road autho.

Organizational Background


Job Purpose
The Storekeeper is responsible for the proper storage of goods, stock movement and receipts
of goods in accordance with the standard operating procedures and in line with global
warehousing standards.
Duties and Responsibilities

  • Prepare monthly summary reports of supplies deliveries and dispatches
  • Submit site-level supplies stock reports in ONA
  • Keep commodity stacks in an orderly and tidy manner
  • Be fully responsible and accountable for nutrition supplies at his/her store
  • Ensure that the store is always clean and free from infestation
  • Immediately advise APCO and Donors of any losses /damages to the supplies in
    the store
  • Ensure that correct stocks are maintained, and immediately advise APCO and
    Donors when the stocks run low where there is a surge in cases.
  • Ensures proper maintenance of the stock and warehouse in general, checks expiry
    dates, and ensures warehouse is clean and fumigated
  • Receives and checks incoming goods against the delivery notes, ensures that all
    the stored goods are properly labelled and recorded; expiry dates, batch numbers
    and manufacturer details captured
  • Ensures proper and well-documented stock movements; transmits the
    information related to the Cargo Manifest to the Dispatcher and produces the
    documents related to the orders, these will include packing list and export license
  • Ensures FIFO and FEFO procedure is applied when releasing stock
  • Reconciles suppliers, and purchase orders forms (PO) against delivery forms and
    updates the purchaser accordingly
  • Weighs and tallies goods during loading and offloading
  • Updates bin cards and stock cards
  • Participates in the monthly and annual inventory counts and responds to any
    queries that may arise
  • Keeps the warehouse equipment and materials neat, clean and orderly
  • Receives and checks the deliveries from suppliers or transport agents and handles
    claims
  • Ensures a pest-free warehouse, adequately safeguarded from fire and water
    damage
  • Follows cool storage rules and cool chain as required
  • Generates timely and accurate reports and ensures proper records management
    within the department
    Security Functions
  • Assists in collecting, updating and communicating information regarding the
    security situation in the Warehouse area.
  • Assists in maintaining the Security Plan, including updating staff during supply
    distribution;
  • Assists in reporting security incidents affecting the staff, project beneficiaries,
    activities, offices and assets.
  • Organizes and delivers training courses on security awareness and preparedness.
  • Assists in preparing project area Security Risk Assessment (SRA), and Standard

    Skills and Qualifications
  • University degree in Shareca, logistics & procurement management or equivalent

Organizational context

Agro Pastoral Charity Organization (APCO) is a local non-governmental, nonprofit making organization founded in 1998, which supports vulnerable
populations, affected by humanitarian crises in Somalia. APCO provides
continued support to vulnerable communities by ensuring the sustainability of
post-crisis interventions and engaging long-term challenges facing our target
populations to break the poverty cycle, foster development and reduce
vulnerability to disasters. Their interventions seek to cover the multiple aspects

In partnership with Somali Humanitarian Fund (SHF), APCO is implementing a
Nutrition program, “Titled Provision of lifesaving nutrition assistance for
drought-affected population in Afgoye district, Lower Shabelle”. So, APCO
is looking for professionally confident, self-motivated, experienced and
committed Community Health Workers
The Role
CHWs will convey nutrition messages through house-to-house visits and
community gatherings. Screening and identification of malnourished children
and PLW women.
Duties and Responsibilities

  • Facilitate community mapping and mobilization through ensuring
    participation of all level of people.
  • Arrange community meetings with elders’ community leaders and local
    stakeholders.
  • Provide support to Midwives to establish and function Community Health
    Service Point.
  • Maintain collaboration with PBHS and EPHS.
  • Assist to strengthen the referral system on material healthcare and
    nutrition.
  • Assist Midwives and Doctors to provide ANC and PNC services and
    develop a database for it through Health Service Points and existing
    service mechanisms.
  • Identification of PSS patients and providing PSS support with the
    assistance of a Midwife or Doctor.
  • Participate in meetings as requested by senior nutrition teams.
  • Establish Mothers’ Groups and facilitate regular meetings with the mother
    groups;
  • Arrange Cooking Demonstration of Nutritious food for children;
  • Conduct Screening to identify SAM and MAM children;
  • Development of referral system for SAM and MAM children;
  • Establish and functioning Youth Club;
  • Any other tasks assigned by the line manager.
    Required Skills and Experience
  • At least a high school certificate/diploma.
  • A diploma in Nursing/Nutrition is an added value.
  • Minimum of 2 years’ experience in the same position.

    Main Objectives:
    The community mobiliser is primarily responsible for community mobilization, under the
    supervision of the Health and Nutrition coordinator, the community mobilization officer will be a
    crucial part of a team responsible and accountable for ensuring the implementation of APCO
    community-based activities related to health and nutrition program, planning and monitor
    community health and nutrition activities with close supervision for community outreach
    workers, lead the team to respond to the need of the community after careful assessment for what
    is need by the community.
    S/he will also ensure that activities have been implemented according to the principles and
    within the logical framework and work plan of the project.
    Duties
  • Organize and mobilize communities for the need identification in the area of Nutrition.
  • Under the supervision of the Health and Nutrition Coordinator, develop a clear work plan for
    community health and nutrition activities, and share it with community outreach workers
  • In consultation with village-level stakeholders, design periodic social mobilization activity
    plans and update the plan to accommodate the change and needs of the beneficiaries and
    ensure the quality implementation of the plan.
  • Keep close coordination and liaison with community outreach workers, community, and
    partners and assist them in developing high-quality nutrition education and hygiene
    promotion activities.
  • In collaboration with the logistic team and his supervisor, facilitate and organize all logistics
    requirements including RUFP dispatch, medical items and distribution plan to transport
    supplies to health facilities.
  • In collaboration with MoH Office ensure that health and nutrition services are ongoing in the
    health facilities.
  • Regularly monitor field activities, and maintain working relationships between team
    members and the community.
  • Help in the collection of weekly and monthly progress reports and statistic reports from the
    field for submission to the Nutrition Program Coordinator.
  • Depending on the security situation, conduct monthly/quarterly meetings with community
    outreach workers to discuss all related issues and to put a plan for the coming period.
  • Report any problems in a timely manner to the Nutrition Program Coordinator
  • To take any other relevant task given by the supervisor
  • The support project team in the planning of social mobilization and training activities as per
    the operational context.
  • Assist to conduct need-based surveys and assessments as visualized in the program
    document, such as social feasibility studies, and household surveys.
  • Promote and install a sense of ownership among the beneficiaries through community
    engagement activities or design appropriate activities for the enhanced beneficiaries’
    involvement.
  • Coordinate and establish a network for social mobilization, when required and as deemed
    necessary, with other humanitarian actors operating in the same area.
  • Perform other assignments following the information received from the organization.
    Qualifications and Experience
    A University Degree in Public or Business Administration, or a related field with a minimum of
    2 years of relevant experience.

    pregnant and lactating women and caregivers of malnourished children
    attending the IYCF-E and Out-patient Therapeutic Programme (OTP)
    sites.
  • To provide one on one breastfeeding counselling for mothers
    experiencing difficulties in breastfeeding including demonstration and
    breastfeeding techniques and supporting re-lactation.
  • Facilitate the scheduling of outreach workers/volunteers for follow-up of
    caregivers of children with breastfeeding difficulties at home.
  • Identify mothers to become peer educators in their home villages and to
    support them to undertake sensitization and referral to the Mother Baby
    Area.
  • Refer children for intensive nutritional/medical care as required.
  • To train outreach workers and volunteers on best practices for infant and
    young child feeding.
  • Prepare daily/weekly reports on activities and any necessary reports as

    Required Skills and Experience
  • Diploma in Nurse, Public health, or other related field is required.

  • Previous experience in NGOs/Donor funded programs is preferred.
  • Working experience of one year in IMAM or Maternal and Child Health

Overall, the Job Purpose
The Monitoring and Evaluation Officer is responsible for quality monitoring and ensuring high-quality delivery of and for
ensuring that the project maintains its objectives and the feedback & CRM is utilized to the maximum level.
Duties and Responsibilities

  1. Project Planning
  • Assist in organizing and conducting training, including M&E workshops.
  • Participate project specific needs assessment in conjunction with needs assessment teams;
  • Participate in the production of project and programme log frames;
  • Participate in incorporating lessons learned in concept notes, proposals and project management plans; and
  • Assist programme and sector-specific field teams to develop systematic and effective project-specific M&E plans in
    keeping with SHF Project M&E Guidelines.
  1. Project Monitoring/Quality & Reporting
  • Ensure that programme field activities and events meet minimum NIS standards in their delivery and planning.
  • Engage with IPs to collect and manage essential data of their respective projects
  • Assist in developing the overall framework of the projects’ monitoring activities
  • Ensure the quality of data collected by partners
  • Update project result frameworks/log frame indicator values on a weekly basis
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings.
  • Establish a secure file storage system (hard and soft) for all data collected
  • Participate in community/beneficiary selection processes and training & Conduct spot checks in community
    engagements, beneficiaries and stakeholders to ensure inclusions and accountability
  • Assist in documenting case studies and success stories (written & audio) for specific project components & the
    overall program.
  • Contribute progress reports and final reports to ensure that reports are accurate, clear, properly formatted and on

  • Develop & manage a monitoring database for all projects and assist project staff in extracting graphic reporting
    information from the database and incorporating it in reports.
  1. Project Evaluation
  • Identify, train and manage the network of enumerators and interviewers in all project areas;
  • Determines issues with data collection tools in the field and recommends to the M&E Unit improvements thereof
  • Assist in conducting baseline and endline assessments and ensure that they happen in a timely fashion for all
    projects;
  • Organize and lead focus group discussions and conduct interviews for purposes in real time
  • Assist in developing survey questionnaires and KIIs
  • Brief enumerators and interviewers (or external evaluator) on the project and data collection tools;
  • Ensure quality and reliability of survey data collected;
  • Ensure receipt of and review transcribed and translated KII data collected;
